Make the test repeatable
Arrange one message with a contact and note its time. Leave WhatsApp in the background, lock the screen and record when the alert appears. Do not use Force stop to set up the test. Use a new message after each change.
If a silent notification appears, stop treating this as a failure to receive the message.
Find out which alerts are affected
Review WhatsApp in Android notification settings and check whether the test chat is muted. Check Do Not Disturb too. If another chat gives alerts, use it as a comparison instead of changing every notification setting.
A problem with one chat points towards that conversation; an app-wide problem needs the following checks.
Compare Wi-Fi and mobile data
Test Wi-Fi and then mobile data if your plan allows it. In each case, first open a new web page to check Internet access, put WhatsApp back in the background and repeat the same kind of message test.
If the delay occurs only on mobile data, record that difference before changing battery settings.
Check Data Saver for this app
On Pixel, check Settings → Network & internet → Data Saver → Unrestricted data. If Data Saver is active, review WhatsApp. For another brand, use the equivalent setting documented by its manufacturer; menu names differ.
An exception for WhatsApp lets you test this cause without giving every app unrestricted access.
Check battery restrictions and confirm the result
In the WhatsApp app information screen in Settings, review battery or background activity restrictions. If restricted, consult your manufacturer’s recommended option and test one change. Update WhatsApp through Google Play if an update is available.
Keep only a change that produces a repeatable improvement. If nothing changes, restore the previous option before testing something else.
When to stop and ask for help
If alerts still fail on both networks, give support the phone model, Android version, WhatsApp version and test times. A work-managed phone may have restrictions that its administrator must review.

Should I disable battery saving for the entire phone?
Not as your first test. Review WhatsApp itself and change one option at a time so you can identify what matters.
Why does it only happen in groups?
First check whether that group is muted and review its alerts. A group-only problem does not establish a general connection failure.
Does seeing messages after opening prove a battery restriction?
No. It is a useful observation, but permissions, networks and notification settings need comparing before assigning a cause.
